現在占領下にある国又は領域の取り扱いに関する議定書

It is agreed that nothing in chapter VII of the Convention on Road Traffic shall be deemed to prevent the Economic and Social Council from addressing invitations to any country or territory at present occupied to accede to the Convention, or to prevent accession to the Convention by or on behalf of such country or territory. |
道路交通に関する条約 (1949年ジュネーヴ条約) 第7章 (最終規定) にある規定は、そのいずれであっても、現在占領下にある国又は領域に対して国際連合経済社会理事会が当該条約への加入を招請することを妨げるものではなく、また、これらの国若しくは領域が (又はこれらを代表して) 当該条約に加入することも妨げるものではないことが合意された。 |

Done at Geneva this nineteenth day of September 1949 in a single copy in the English and French languages, both texts authentic. The original will be deposited with the Secretary-General of the United Nations who will send certified copies to each of the Governments invited to send representatives to the Conference. |
1949年9月19日にジュネーヴで、ひとしく正文である英語及びフランス語により本書一通を作成した。この議定書の原本は国際連合事務総長に寄託され、事務総長は、その認証謄本をこの会議に招請された国すべてに送付する。 |

本条約未批准のスイス以外にもいくつかの国が未批准ですが、そもそもこの議定書が批准を要する性質のものかは疑問ですね。本文に「署名は批准を条件とするのか」についての言及はありませんが、そもそもこの議定書によって個々の署名国が何らかの拘束を受けるというものではでないでしょうから。

この附帯議定書の存在、及び「本条約 (道路交通に関する条約) に署名した国々のうち上記の3箇国がこの議定書には署名しなかった」という事実を考えると、ドイツが本条約に最後まで加入しなかったのは当然かなという気はしますね。

最後の加入国ボツワナ (Botswana) の加入日は1967年1月3日です。この時点でこの附帯議定書にどんな意味があったんでしょうか。問題となっている条約に日本は既に加入しているわけですし...。
まあ、すべての加入国 (上記の批准国も) は、本条約の加入書 (又は批准書) を寄託する際に、ついでにこの附帯議定書のものも寄託したというだけでしょうけどね。
